Whilst an optimisation company can justify such an expense as being vital to their work, an individual business often struggles to come up with the funds.

Accountability

If something goes wrong with an SEO strategy that has been designed and implemented by a reputable company, they are held accountable for coming up with a solution. If something goes wrong with a strategy of your own design and implementation, however, you are completely responsible for fixing it.
